(a) Ask the War Office to send the second signed copy of the Oraer in Council to the Commander-in-Chief and ask whether, if he and the C.C.A.0. agrees, the officers suggested might be sounded as to their willingness to serve on the Committee, or

(b) Ask the War Office to send the. second signed copy of the Order in Council to the Commander-in-Chief together with formal letters of appointment from the Secretary of State to the officers proposed for the Committee and ask that, provided he and the C.C.A.0. agrees, they should be transmitted to them.

The second course would save much time and since we know all the officers concerned and have discussed the matter at length with all of them except

Professor Ryde, I do not think that any difficulty would arise were it adopted.
